SUBJECT: December 3, 2003 Consideration of the Great Harbor Yacht Club Notice of Intent

We understand that on December 3 you will hear from the above referenced Applicant, abutters and other concerned residents concerning the following elements of the Great Harbor project proposal:

The demolition of the existing travel lift without approved plans to reconstruct will potentially cause problems for next spring's launch time. We are concerned that travel life way will utilize town owned property (MAP 55.1.4 Parcel 9.2, known as 98 Washington Street).

We are concerned about the effects of dredging on the marine eco system. There is danger of dredging up toxic materials which will their way to the Creeks on an incoming tide. We are concerned about damage to eel grass and sea life as a result of the dredging.

There is already a problem with sanitary sewerage flow in the neighborhood. We are concerned that the addition of this club complex will exacerbate this problem.

We are concerned about storm drainage in the neighborhood, both on the surface and underground. The grading plan for the club could disrupt the natural flow of the water and cause significant flooding of neighboring properties. We are concerned with the possibility of the proposed semi permeable parking lot surface which will allow oil to seep in to the water table. We are concerned with the storm water management plan connected to this proposal. We are concerned that the town owned constrcted wetland may be inadequate to handle the potential runoff from this project. We are concerned that the Developers are not prepared to handle their own storm water runoff on their own site.

We are concerned with the proposed installation of underground fuel tanks and several hundred feet of fuel line within the 100 year flood plain.

We are concerned about the construction of a 79 slip floating dock.. It will displace existing moorings. We as a community are giving up a public resource for private use.- forever , It will obstruct the wetlands scenic views of the harbor, as well as harbor views from Francis Beach. The floating pier will obstruct water access from the Creeks to South Beach.

Previously you have received from our group a letter directed to the Planning Board, dated November 18, the contents of which were discussed in some detail on the occasion of your November 19 meeting at which the proposed yacht club was first discussed. A copy of our letter is attached.

We are not aware of the extent to which the developer of the proposed yacht club has received or even applied for permits and similar municipal permissions required for these aspects of its overall plan. I am sure you are aware that on the evening of November 24 at a meeting of the Planning Board there were questions concerning whether or not the applicant owned or controlled all parcels involved in the proposed project. Also attached hereto is a copy of a letter from our association to the Planning Board and Staff on that issue.

Thus far, we as Concerned Citizens and Friends of the Union Street/Washington Street Extension Neighborhood are unaware that any of the foregoing, or other issues set forth in our November 18 letter, which are within your province have been resolved.
